Nichola Lowe, PhD, is professor and director of the Master of Urban and Regional Planning program at the Hubert H. Humphrey School of Public Affairs, University of Minnesota. Her research focuses on the institutional arrangements that lead to more inclusive, worker-supporting forms of economic development, including the role of local policy and practice in aligning industry innovation and equity.
