Zhirong "Jerry" Zhao is a professor of urban development and management at Zhejiang University. He was a faculty member at the Humphrey School from 2007 to 2021, and he founded the Institute for Urban and Regional Infrastructure Finance in 2017. Now a visiting scholar with the Humphrey School, Zhao participates in selected research projects and provides advice on academic writing and dissemination.
Zhao specializes in the field of public administration, and his research focuses on local and nonprofit financial issues. He holds a PhD in public administration from the University of Georgia and bachelor's and master's degrees in urban planning from Tongji University, Shanghai.
